City of London Home Energy Financing
London homeowners can access a fixed 2.5% municipal loan of $5,000 to $40,000 for eligible home energy retrofits, including air-source and ground-source heat pumps.
The loan is repaid through the property tax bill over 10, 15 or 20 years. Eligible income-qualified homeowners may also receive an incentive of up to $10,000 that reduces the loan balance.
Program terms are set by the City and can change. Confirm current availability with the official program before you commit to work.

How the City loan works
The City of London offers a property-based financing pathway for eligible home energy upgrades. Once a project is approved and the Property Owner Agreement is signed, the City may disburse up to 50% of approved costs in advance to help cover contractor deposits. The homeowner chooses, hires and pays the contractor directly.
The remaining approved funds are released according to City program milestones. Repayment appears on the property tax bill and the charge stays with the property if the home is sold, unless it is repaid.
The City financing may be repaid early without a program penalty. Confirm current legal, tax-sale and repayment details directly with the City.
Eligible project scope
Plan the full renovation with your registered energy advisor and Retrofit Coach. A listed heat pump can form part of a qualifying project, but the complete scope must meet London’s project-cost and energy-reduction requirements.

*Starting prices. Monthly amounts assume the City of London home energy loan at a fixed 2.5% over 20 years and are subject to City program approval; the City administers the loan, not Handy Bros. Taxes extra. Cash-back rebates refer to Ontario heat-pump rebates and depend on your home’s heating source and program approval. Rebate and warranty eligibility subject to terms and conditions.
Two project-level rules
Your project must total at least $15,000. The 25% target means reduced whole-home energy use—not a 25% improvement in equipment efficiency or a guaranteed reduction in bills. Your energy advisor assesses the planned scope and verifies the result after completion.
At least 80% of project costs must support energy-efficiency measures. The remaining up to 20% must still cover other eligible costs. An equipment package alone does not guarantee qualification.
Property eligibility
Applicants generally must:
Eligible building types can include detached and semi-detached homes, townhomes, duplexes and triplexes. Landlords may qualify under certain conditions.
Income-qualified households can receive a grant after completion and verified energy savings. It reduces the loan balance rather than arriving as a separate cheque.
| Household size | Income requirement |
|---|---|
| One person | Less than $95,000 |
| Two to five people | Less than $115,000 |
| Six or more people | Contact the City program |
Provide income documentation for all household members who earn income. These are grant thresholds; exceeding them does not itself exclude you from the loan.
| Energy reduction | Grant |
|---|---|
| 25% | $2,500 |
| 30% | $3,000 |
| 40% | $4,000 |
| 50% | $5,000 |
| 60% | $6,000 |
| 75% | $7,500 |
| 100% | $10,000 |
The first 25% counts: qualifying households can receive $2,500 at the minimum target. Ask your coach to calculate your project’s amount.

From idea to completed retrofit
1
Start with the City of London’s official home energy retrofit program and your free Retrofit Coach. Submit the full application; allow 5–10 business days. Your initial eligibility notice starts a 60-day project-planning window.
2
Book an independent EnerGuide advisor. Coordinate the assessment with any HRS bundled-upgrade application before work begins.
3
Choose your contractor and review the scope with your coach. Submit the funding request; allow up to 10 business days for processing.
4
Sign London’s Property Owner Agreement. If claiming an HRS heat-pump rebate, your participating contractor must also obtain HRS pre-installation approval.
5
London may advance up to 50% of project costs after the agreement. Allow approximately 2–4 weeks for payment.
6
Complete approved work within 12 months, keep receipts and arrange the post-upgrade energy assessment.
7
Submit the completion report and receipts for remaining London funding; allow approximately 2–4 weeks. Approved incentives reduce the balance repaid through property taxes.
Before installation: London’s signed agreement and HRS heat-pump pre-approval are separate requirements. Approval from one program does not approve the other.
Handy Bros. financing option
The City may provide up to 50% of approved costs as an initial disbursement, but the timing of invoices, equipment orders and final City funding may not always line up.
After your City-financed project has been approved and the Property Owner Agreement is fully executed, Handy Bros. can offer qualifying customers a separate short-term bridge-financing option to help keep an approved installation moving.

City of London program team
The City and its program delivery partners confirm property and project eligibility, review the energy model and quotes, approve financing, prepare the Property Owner Agreement and control disbursement and incentive decisions.
Handy Bros.
Handy Bros. participates in the Home Renovation Savings heat-pump program. Bring us your energy recommendations for a detailed equipment and installation quote and help with the heat-pump rebate application.
We are an independent HVAC contractor. HRS participation is not City endorsement. The City of London’s program team and the relevant rebate administrator decide eligibility, funding and incentive amounts.
Other incentive pathways
You may coordinate London financing with eligible Home Renovation Savings rebates. Keep the repayable loan, London’s income-qualified grant and Ontario rebates separate when comparing costs.
HRS permits heat-pump incentives from other funding organizations with restrictions. They cannot be combined with other incentives from Enbridge Gas, IESO’s Save on Energy or the Ontario government. Combined incentives must not exceed eligible heat-pump supply and installation costs.
For a qualifying purchased cold-climate air-source heat pump:
| Existing heat | Rate | Maximum |
|---|---|---|
| Enbridge natural gas | $500/ton | $2,000 |
| Electricity, oil, propane or wood | $1,250/ton | $7,500 |
Rates use eligible heating capacity at 8.3°C, rather than an assumed nominal equipment size. Home and equipment eligibility apply. Ground-source systems and rentals have different schedules.
Handy Bros. submits your pre-installation application, waits for approval and submits the completion application after installation. HRS heat-pump pre-approval is mandatory and separate from London approval.
This heat-pump rebate does not require an energy assessment. London still requires assessments for its own program.
A London energy assessment does not automatically earn a $600 HRS rebate. The HRS assessment route requires an initial assessment before work, at least two qualifying upgrades and a follow-up assessment. The $600 offsets both assessments and is paid after successful completion.
Qualifying measures include eligible insulation, windows and doors, air sealing, and heat-pump water heaters. A qualifying heat-pump water heater may receive $500 under this route.
The space-heating heat pump uses a separate route. Do not assume that a heat pump, gas furnace and heat-pump water heater meet the two-upgrade requirement; your advisor must confirm the qualifying measures.

Program questions
The City pathway is primarily a home energy retrofit loan. Eligible homeowners may also receive an income- and performance-qualified incentive of up to $10,000 that is deducted from the loan balance rather than paid as a separate cheque.
The City program offers loans from $5,000 to $40,000 at a fixed 2.5% interest rate. The total eligible project must be worth at least $15,000.
Repayment is collected through your property taxes. London publicly lists 10-, 15- and 20-year terms at a fixed 2.5%; your approved agreement determines your term and payment. The charge stays with the property unless repaid.
Example only: a $20,000 loan repaid over 15 years at 2.5% works out to roughly $133 a month, collected on the property-tax schedule rather than as a separate monthly bill. Your approved amount and term set your actual payment.
Yes. Air-source and ground-source heat pumps are listed as eligible upgrades. The full project must still satisfy the City program requirements, including a modeled energy reduction of at least 25%, and at least 80% of project costs must be energy-efficiency measures.
Yes. Homeowners choose their contractor, and Handy Bros. participates in the Home Renovation Savings heat-pump program. That participation is separate from London’s loan approval and does not imply City endorsement. Your coach reviews the proposed scope and funding request.
No. Wait for London’s approval and a fully executed Property Owner Agreement before starting work. If claiming an HRS heat-pump rebate, also wait for HRS pre-installation approval. Your contractor submits that separate application.
The London grant reduces the loan balance after completion and verification. Its published scale includes $2,500 at 25% energy savings, $3,000 at 30% and $4,000 at 40%, up to $10,000. The first 25% counts.
Household income must be below $95,000 for one person or below $115,000 for two–five people. Households of six or more should contact the program. See the grant tables.
After the City-financed project is approved and the Property Owner Agreement is executed, qualifying Handy Bros. customers may apply for separate bridge financing at 0% APR for six months. This can help cover the timing between installation costs and City disbursements. It is not part of the City program and remains subject to credit approval and applicable lender terms.
You may coordinate the programs, with separate applications and eligibility checks. A loan is repayable financing; a grant or rebate reduces your net cost. The coach and HRS administrator must confirm the combined incentives and applicable cost limits. See the Ontario rebate and stacking guidance.
Eligible London properties can include detached and semi-detached homes, townhomes, duplexes and triplexes. Property taxes must be current and the home must be used as a full-time residence. Landlords may qualify under certain conditions.
No. HRS requires successful completion of its assessment route, including at least two qualifying upgrades and initial and final assessments. The rebate offsets both assessments and is available once per participant, per home, under HRS. A London assessment alone does not qualify you. Check assessment-route requirements.
No. London assesses the complete project. HRS has a separate list of qualifying assessment-route measures; the space-heating heat pump uses a different route, and a gas furnace is not on the assessment-upgrade list. Ask your advisor to confirm the scope. Review qualifying upgrades.
Comparing several quotes can help you judge scope and value. London’s public process does not state that three quotes are mandatory. Follow your coach’s guidance for your application.
The published income thresholds apply to London’s incentive grant. Exceeding them does not itself exclude you from the loan; you must still meet property, project and financing requirements.
Use the official HRS service-organization directory for your heating source and area. Use the same approved service organization for your initial and final HRS assessments. Confirm that the assessment supports all programs you intend to use.
